Our (TC1) RIISS00058 Traffic Controller Skill Set for Urban Streets and Low Volume Rural Roads and (TMI1) RIISS00060 Traffic Management Implementer Skill Set for Urban Streets and Low Volume Rural Roads courses in Melbourne covers the functions required for traffic control and traffic Management on Temporary Traffic Management Category 1 environments as described in the Austroads Guide to Temporary Traffic Management.
These skill sets are for individuals who will be responsible for stopping and starting traffic in Temporary Traffic Management on urban streets and low volume rural roads and for traffic management implementation.
TTM Category 1 are inclusive of single carriageway roads with a posted speed limit of:
- less than 60 km/h where the AADT is less than 10,000, or
- 110 km/h or less where the AADT is less than 3,000
This course is offered on both weekdays and weekends, with indoor and outdoor assessment conditions available.
TC1 & TMI1 Traffic Countroller Course Details and Duration
The combined TC1 and TMI1 course will run over (3) three days 21 hours. not including your post course practical studies.
The first two days will focus on the theory aspects of the units with the third day being dedicated to the practical application.
Units covered include:
- RIICOM201E Communicate in the workplace
- RIIWHS205E Control traffic with stop-slow bat
- RIIWHS206 Control traffic with portable traffic control devices and temporary traffic signs
- RIIRIS301E Apply risk management processes
- RIIWHS302E Implement traffic management plans
- RIIWHS303 Position, set up and program portable traffic control devices
Austroads Practical Logbook Completion and live assessment
Post course TC1 - Learners are required to complete at least 20 hours of supervised practical training experience on category (1) one roads with a registered traffic management company, within at least six months of successfully completing the theoretical component (3-day course).
Post course TMI1 - Learners are required to complete at least (3) three different types of setups based on Traffic Management Plans and Traffic Guidance Schemes (TGS) relevant to their working conditions, within at least six months of successfully completing the theoretical component (3-day course).
You will be required to be assessed on (1) one of the (3) three live set ups, with an approved assessor, this can be completed via live teleconference, recorded video or in person, please discuss with your assessor.
Traffic Controller (TC1) and Traffic Management Implementer (TMI1) practical training component must be completed under direct supervision on a declared TTM Category 1 road as applicable.
*Each student must supply relevant TGS (Traffic Guidance Scheme) to support their work placement set ups upon completion
As part of any work placement in Victoria you will be required to complete a signed workplace agreement with a traffic management company, prior to commencing any work-based placement.
Short Courses Australia has relationships with multiple Traffic Management Companies across Melbourne and Victoria and can organise practical placement for students.
Students are also able to organise their own work placement to complete the practical experience. (e.g. if a student is employed by a Traffic Management Company and has access to a suitable workplace to undertake work placement)
All Short Courses Australia TC1 / TMI1 students will be required to provide their own Personal Protective Equipment (PPE) during their placement (Some traffic companies will supply these), including:
- two-way radios
- high-visibility vest/shirt/jacket and pants,
- safety boots,
- hard hat,
- safety glasses and gloves.
You should confirm the mandatory PPE requirements with your Traffic Management before commencing your placement.
The following pre-requisites apply for participants of the (TC1 / TM1) Category 1 Traffic Course in Melbourne:
- CPCWHS1001 Prepare to work safely in the construction industry (White Card) or equivalent
- You must supply a copy of your statement of attainment for the above unit prior to attending the first day of your course, please email across to info@shortcoursesau.edu.au
- Photo proof of ID (drivers' licence/passport).
- Students must be able to converse and comprehend entry level English reading a writing.

Within 30 days of successful course completion students will also receive a Digital Training Card.

The units provide credit towards several Certificate II and Certificate III qualifications in the RII Resources and Infrastructure Industry Training Package and other training packages, such as RII30920 Certificate III in Civil Construction or equivalent.
